The lighthouse, which is the Central part of the complex symbolizes "the serenity of life on the shore" and "the everlasting waiting of those who did not return from the seas." Although the building of the tower and does not perform the actual functions of the lighthouse does not allow the location and height of buildings, however, it has real sound and light signals, as the current lighthouse. The height of the lighthouse of 17.5 meters, located inside the "Hall of remembrance" memorial plates and book, which included names of those killed in peacetime sailors of civil and military fleets.

Besides the tower-lighthouse, the complex includes a fragment of the wheelhouse of the nuclear submarine "Kursk", placed here in memory of the tragedy on the submarine. Perhaps, it would be difficult to find a more suitable symbol of memory, than this is a fragment of the victim ship. On a plaque next to the "cabin of the Kursk" marked died in peacetime military submariners. All elements of the memorial are connected by wide staircases and viewing platforms.

On the descent to the lower viewing platform is an anchor in a concrete base under which is buried a capsule with sea water. The upper staircase leads to the temple "Savior on Waters", which is located on the top of the hill.

The first element of the complex - the lighthouse was built in 2002 and opened on October 5, which was timed to the day of the city of Murmansk. Project lighthouse was designed by architects N. Bogdanova and N. Kireeva. The complex is located on a hillside, connecting the October and Leninsky districts of the city.
